In this context, Istanbul Development Agency provides funds under the Social Impact Bond Program, which is implemented for the first time in Turkey. It is aimed to implement employment-oriented training programs which will bring the qualifications required by the software industry to young people, through service providers that international investors provide pre-financing and consultancy.

Thus, a new program will be realized in which result-based payment method will be implemented in order to increase youth employment and reduce imbalance between the supply-demand in the labor market that requires technological competence.
